Insights from the AegisIQ AI Horizons 2026 Leadership Survey
AI governance is not the brake on innovation. It is the accelerator. That is the single clearest finding from more than 100 face-to-face interviews AegisIQ conducted with Australian leaders over the past year.
Every board in Australia is talking about AI. But while ambition is high, the gap between experimentation and lasting value is widening, and the organisations falling into that gap are almost always the ones that treated governance as an afterthought.
Our conversations spanned board members, CEOs, COOs, CIOs, CROs, and heads of data and technology across financial services, government, and retail. The picture is consistent: AI adoption is accelerating and real value is being captured, but only by those who embedded governance alongside innovation, not behind it.

Most Organisations Are Still Finding Their Feet
Roughly 60% of Australian organisations remain in the nascent stage of AI adoption, limited to small pilots and experimentation. Around 30% have progressed to developing, with several use cases in production. Only 10% have reached an advanced stage where AI is integrated strategically across the business.
What is notable is that the organisations in that top tier share a common trait: they did not wait until AI was "mature" to establish governance. They embedded it from the start.

AI Value Is Real: For Those Who Have Earned It
AI is delivering genuine, measurable results for Australian businesses. Our research documented striking outcomes:
50% reduction in retail bank scam losses at a major bank, driven by AI-powered fraud detection
46% productivity gain in software engineering at a large superannuation fund using AI coding assistants
40% reduction in contact centre call wait times through intelligent routing and AI-assisted agents
80% increase in control testing coverage whilst simultaneously reducing costs at a non-major bank
These are production outcomes from organisations that have moved beyond pilots. Every single one came from organisations that had invested in governance structures in parallel with, or ahead of, their AI deployments.
The organisations chasing quick wins without equivalent investment in oversight? Many are now dealing with stalled programmes, regulatory questions they cannot answer, and board-level concerns over risks they cannot quantify.
Why AI Governance and Value Are Inseparable
There is a persistent myth in executive circles that AI governance slows things down. A compliance tax to be paid once the value is proven. Our research shows the opposite. Leaders described governance as the mechanism that gave them confidence to scale. Without it, AI initiatives stall at the pilot stage because stakeholders are uncomfortable approving broader deployment.
The regulatory landscape reinforces this. ASIC's REP 798 put financial services firms on notice, observing that some licensees are adopting AI more rapidly than their risk and governance arrangements are being updated. The Australian Government has proposed mandatory guardrails for high-risk AI systems. Existing laws around privacy, consumer protection, and anti-discrimination already apply.
And the consequences of getting it wrong are severe. The Robodebt scheme remains Australia's most prominent example of what happens when algorithmic decision-making operates without adequate transparency, human oversight, or ethical assessment. The lesson applies well beyond government to any organisation deploying AI that impacts people's lives needs governance proportionate to the risk.
You Already Have the AI Foundations
Our interviews consistently surfaced the same frustration: leaders know they need AI governance, but they do not know where to start.
Here is the good news: you almost certainly already have the foundations you need. Most organisations have enterprise risk management frameworks, operational risk and compliance structures, and data governance programmes. The opportunity is not to build something entirely new — it is to AI-enable what you already have.
In practice, that means:
Updating your risk taxonomy to include AI-specific risks such as model bias, drift, hallucination, and opacity
Extending existing control libraries with AI-relevant controls mapped to the development lifecycle
Anchoring governance to a recognised ethical framework: in Australia, the eight AI Ethics Principles provide a natural starting point
Introducing a lightweight AI use case triage that assesses risk level before development begins
Maintaining a model inventory - you cannot govern what you cannot see

The organisations making the fastest progress have secured executive sponsorship, invested in education early, started with clear business problems rather than technology-led experiments, and involved end users in the design process. Governance in this context is not just about risk management — it is about building the organisational trust that enables people to adopt AI with confidence.
What Smart Organisations Will Do with AI in 2026
We expect 2026 to be the year AI governance moves from a "nice to have" to a board-level imperative. As AI progresses beyond copilots and chatbots towards autonomous agents and embedded decision-making, the risks multiply. So does the regulatory scrutiny.
The organisations that capture lasting value will build minimum viable governance early, iterate as they learn, and embed controls across the AI lifecycle. From problem definition through to monitoring and decommissioning. They will treat governance as the mechanism that gives boards the confidence to say yes, regulators the transparency they expect, and communities the assurance that AI is being used responsibly.
Moving faster, capturing outsized benefits, and avoiding pitfalls requires strong AI governance embedded early.
